No, there is a new foundation. The foundation at 270, while technically not new, was in fact reinforced. The foundation for 175 Park will be built around existing tracks, while at 270 it was built below. But a protective platform still had to be built above the rails at 270. Also at 270 they had to rebuild some of the recently built LIRR concourse to accomodate the foundation. So basically, on both fronts, service continued as usual. Just as it did at the WTC.
