It's not a "protection structure" though it is protecting.
What you are looking at
is the north end of the park/deck over the rail corridor that
connects phase 1 and phase 2.
It's being used as a
temporary staging area (with its own tower crane) for obvious reasons (site constraints).
But Phase 2 does also
cantilever over the rail corridor (perhaps not as much as this older rendering below):
