That shouldn't be an issue you have Walnut/Chestnut for the E/W and just like down in S Philly the police will conduct traffic and they usually do a good job.
and im sure they can build a loading area that has its own EGRESS in the arena off of 8th or 9th.
for example the Lowes has it's parking garage or loading off of 13th and The W off of 15th.
