I'd recommend finding accommodation outside of Old Town/China Town - it is the epicenter of our homelessness issue. Elsewhere in the city, you may see tents/homeless sporadically or in clusters, but not to the extent of Old Town.
However, I know the city very recently did an extensive sweep of encampments in Old Town - so perhaps it's not quite as bad right now. I'd still recommend lodging elsewhere if it bothers you, but as someone stated above - I wouldn't necessarily be worried about my own safety in Old Town.
