The line ain't going elevated. It has to cut through low density residentials, parklands, golfcourse etc. Not to mention this is NIMBY central.
You also have to account for space so the tracks can transition from underground to guideway. Just because it can handle 6% gradient doesn't mean you should. More wear and tear on the trains.
