That wasn't the city's decision, but rather Superstore's parent. This is fairly common actually. When a business (in this case, Loblaw Companies) spends millions to build two new stores to replace an existing one, they don't want another grocery to move in. I guess it would be called protecting their market. Same thing happened with the Coronet Cinemas (and possibly the Cornwall Cinemas as well). Their owner had a stipulation that the space could not be used for any future motion picture theatre purposes. It really sucks. I liked the Superstore on Albert. Without a car, I now have to shop at $afeway on 13th Avenue.
