The OPS has not been able to control the situation and cannot protect residents. Time to move to Plan B.
- declare an emergency;
- put protestors on notice;
- call in the RCMP;
- call in the military;
- set up a perimiter - no food, no gas;
- protestors and trucks are allowed to leave, no re-entry.
