Because the City isn't really being run properly at all, it no longer works as originally intended because it's only purpose now is not the full betterment of its residents, but rather to enrich those and only those in power. The entire City government should be dissolved (hell, even the entire Cook County government). Replace it with a leaner, meaner consolidated city-county administration.
