Knowing CalPERS and Hines, probably the latter. Hell, even Detroit is constructing a nearly 700’ tower, and Sacramento can’t even break the 450’ mark. Although truthfully, we’ve had enough mediocre ‘high’ rises built in this city with the exception of a few. The last thing we need is another on Capital Mall.
