^ Teachers are a "frontline essential worker" position and are included in Phase 1B of the state's vaccination plan.
Once vaccines have been given to medical personnel and people in long-term care, teachers are up next (along with cops, firefighters, transit workers, etc). We're probably talking a matter of weeks until teachers start getting the shot. I'm not sure what there is for the union to negotiate at this point. Once school staff get the first shot, they could start coming in to work...
