Philly allows it to happen. But I do think it's a bit different for a brand new building than a renovation, which is where you see covered sidewalks in NYC. Once the exterior is done, you should be required to open and cover the sidewalk. Seems like it would be easy to do from a regulation standpoint.

It seems like there are thousands of "low-hanging fruit" regulations that Philly could pass to make the city better but they are buried under "harder to accomplish" proposals that gum up the works.

Maybe if they flipped the stack and worked from the bottom, we'd be a little happier.
