It would be both odd and really problematic if they hit bedrock in their excavation. Odd, in that I'm not aware of any excavations in this vicinity actually getting down to a true bedrock. Problematic, in that if it is bedrock, it will be extremely difficult and expensive to remove it as required to provide the parkade that was designed.

I'm thinking that it is most likely that the driven sheet piles hit refusal, probably bearing on boulders. Boulders in downtown are pretty common and often present difficulties for piling contractors. Depending on the depth and size of the boulders, they would also present some pricey problems.
