I agree though. Busses are far less risk until you can properly replace them rather replacing them with a half done job that is good enough for now but then cannot be replaced again later. Especially if a measly street car isn't any faster than a bus.

I like the project that the Canadian Infrastructure Bank is looking at far more than the crappy City airport transit project anyway. A direct heavy rail link from downtown to the airport (and Banff) is far better than a people mover then transfer to low grade LRT that the City envisions.
