WRT the Blenheim LRT stop, I suspect (without any evidence) that would have been added to cater to the street level 'charm' of LRT
versus having a non-stop LRT freeway down the middle of Broadway
(ie reflecting the differences that may result in as "as-built" LRT versus an "as-built" SkyTrain - they wouldn't necessarily be the same, which messes up comparisons)
PS - the biggest 'WTF?!?' from that McElhanney report is considering/even mentioning South Vancouver for an OMC.
