I would think a lien, in this situation, would be relatively safe for the contractors, because a sale can't be completed until they are paid, and the owner of the property is trying to sell. But, not knowing the details, maybe this is standard for a construction project of this size, in that, sometimes, there are some bills not paid due to various reasons? The key is, are progress payments still being made to the steel and concrete subcontractors? If not, we will/may soon see progress come to a halt.
