Karnataka government has to promote tier-II/III cities by reduced taxes and places with power plants & enough water by reducing electrical & water tariffs. India need to show that tier-II/III cities are well placed to compete with southeast asian nations by preparing a separate policy to promote tier-II/III cities. This is needed for Mangaluru as we expect a lot of gulf returnees, which have totally failed to take care of Indians, and also other tier-II/II cities of the country as lot of migrant workers returned to home may not like to suffer again by going to far off places for a temporary job. Better if DK's economic revival plan for future includes a plan on how to convert unorganized jobs to organized jobs so that we can get enough supply of migrant workers resources for permanent settlement here.

Dakshina Kannada population is falling due to out-migration to tier-I cities at the same time we have in-migration issue that is not leading to increase in population as it is just floating population. We need to have a plan for creating permanent jobs for migrants and letting them to settle here permanently. Otherwise we will also become a burden on country like tier-I cities. The funny economic statistics have created a myth that megacities earn more GDP to the country than others. But I say if population & economic distribution done properly then the country can earn & save more than what these statistics show now and in addition environmental cost will be reduced.

What we need is activities to be monitored by parents (better if even teachers can monitor) and an app to monitor student activities during screen time. Good that tablets can only be used for e-learning. How about building this feature with password as posted earlier to all mobilephones/computers so that parents need not spend money for separate tablet for e-learning.
