Anecdotally, I've noticed the opposite happen in Ottawa. There is a fully protected North/South lane on O'Connor, a downtown street. More people obey the traffic lights when they have a real space that allows them to travel safely. Intersections just need a bit of paint and some signage to make it clear to cyclists and drivers what to do.
I have no doubt there will be some growing pains, but I think this is absolutely a sensible direction to move in.
