I would have liked to see it divided up into 3 bids (east, west and south). Other than the fact that the construction is on the same line, the east and west projects have little in common and could have easily been built by different groups.
The only reason I can see for lumping the approval into one vote is to prevent councillors from only voting in favour of the segment that benefits their constituents rather than looking at what is best for the city as a whole.
