I know it’s BUILD now instead of TIGER- however I was pretty familiar with the TIGER program, including working with a handful that awarded grants annually.
The TIGER grants like to reward those who are doing something new and innovative as pilots for the rest of the country, I’m not surprised the Southside trail wasn’t awarded. They also reward the build out of programs, im not sure how many times they’ve funded several phases of the same project. They’re also really competitor
