You got this backward. Port Arthur and Fort William have such a high amount of continuous development that most people no longer know where the boundary was, we're more like Kitchener and Waterloo at this point. Take a look at Thunder Bay's Northwood Ward, today considered to be part of Fort William, and see if you an find all three city lines (Fort William-Port Arthur, Fort William-Shuniah, and Port Arthur-Shuniah) that intersected in the middle of it.
