I don't think PECO wants anything tall in that lot that would obscure their digital billboard. If I'm not mistaken, I think PECO has air rights around the building.

I learned a few years ago that the utilities under the PECO lot are a mess - total spaghetti - and PECO wants/needs to retain access to them, so developing the lot is extremely complicated, i.e. expensive. Can someone confirm?
