This one still needs to happen. The building it replaced is already gone. Halting development now would leave a parking lot in an otherwise intact neighborhood. No one with modest money is going to build a new (small) building in its place for the simple fact that there's a chance they might be approached by another developer and have their building knocked down, too. Most restaurants, unless they're a chain, don't build their own buildings, and if they do, it's in the suburbs. In this spot, you're not going to get another commercial building there, and if we did, it's unlikely it would have a retail component if it's only a 1 or 2-story building. A company needing space and wanting this specific location for some reason isn't going to pay the bill for retail in their building. If they need the space they'll just get it in one of the nearby office towers.
