Having spent a good part of my life in Mississauga cause all my cousins are there, there is no countryside, barely any open space at all, at the Toronto/Mississauga border. It is a continuous urban area through and through. So yes, your point stands. Mississauga is part of the Toronto urban area as defined by Statistics Canada.
