There is simply limitations to the physics of high speeds (more specifically: deceleration from those speeds), regardless of the engineering of highways and automobiles.

I remember back in the 1990s, the Harris PC government at that time did a review of speed limits on 400 series highways. I'm pretty sure that most of those highway were designed for 120 km/h. They obviously decided against changing the limits as studies had recently come out showing Ontario's highways to be the safest in North America.
