Most of the things on the list are back office things we would have no way of knowing whether the Dominion Arboretum does it up to whatever the standard is. But even if it meets the minimum definition of a botanical garden (the way the Beacon Hill shopping centre might meet the minimum definition of enclosed shopping mall), it is still pretty limited. There is haphazard labeling, no interpretation, no visitor centre, the "ornamental" component is just rows of similar plants, there is no indoor component, no specialized types of gardens (say a Japanese Garden) very limited water features, etc.

It is a nice place to go for a walk, has good tobogganing it is in a nice setting (near the lake and canal and in front of an escarpment) but it is a pretty weak botanical garden.
