If anything I'd think it would make the footprint of the building smaller as the second tier of seats somewhat overlaps the first. Looking at a view of Harbour Station vs the Downtown Events Centre, the bleachers definitely seem steeper at Harbour Station as well. Both buildings have about 24 rows of seats from bottom to top.
