Fact is this is a silly argument because you will never have a direct apples to apples comparison. So many factors to weigh.

How wide is the river / body of water?
What is the population distributions on each side?
How far does the body of water extend? (As in, can you go around it).
How many islands are involved / how many channels?
Is it an active shipping waterway?
What is the topography like on either bank / side?

All important factors. For example, the Fraser river diverges into several arms before it meets the ocean, therefore many routes require two bridges and many islands require their own bridges.

Also bridge / bridge lanes and population will never be a one to one growth scenario. Less populated regions will nearly always have more bridge lanes (especially over a long river) than more populated ones. For example, if the lower mainland had 1/3 the population it is very unlikely it would have 1/3 the bridges / lanes, this is because you still need to have bridge structures periodically spaced along the river to allow access (and avoid people driving for an hour to reach the nearest bridge).

Looking at Paris it has literally reached a saturation point for bridges. In the heart it is literally a continuous street grid over the river (of course the river is also narrower).

IMO we are not at our saturation point given our numerous river channels and nearly equally spaced population distribution north / south of the Fraser and growing population.
