Those streets are from the 1800s when there were no cars and the area was just a scattering of homes outside the city limits. Major routes like 14th, 10th, and Juniper have been realigned, but it's not worth the expense for the ones that don't go anywhere. 12th is only half a dozen blocks long, it's basically an alley.
