I'm told that the reason for the removal of the previously placed backfill is the lack of a filter fabric between the free-draining gravel adjacent to the waterproofing membrane and the clay backfill outside of the the gravel. As a result, all of that material needs to be removed and replaced, this time with the filter fabric separating the 2 different types of backfill material.
