Nothing can be more important than having eyes on that street whether its drivers or people. As is its nothing more than a wasteland and creating a disincentive to developers. I would be bet he hotel owner would like the road open with meters out front. Staying there hemmed in is going to be a bitch for tourists staying there and locals going for a meeting, drinks or dinner.
