I agree with you that from certain angles, this building's lack of extra height detracts from it. However ... that's only from certain angles, such as the ones from the waterfront.
Right downtown, on the street, this building lends a solid, "big city style" presence and continuity to the street scene, and for me, that is what counts the most.
