The request is to change the zoning from "parks, residential & institutional" to "residential mix"

Not much more information here, but the company seeking the change in status of this property is "Albert County Condominium Corporation #10"
Just a rumor but it seems to fit.

Seem the developer was actually holding off on the request to see how well the area would develop before actually putting in a request for a zoning amendment. Would make sense from a developers standpoint because if they would have gone it earlier, and gotten the zoning amendment but the area would not have been developing well There is a massive chance they would have seen a massive loss.

There are also rumors that developers have purchased quite a bit of acreage, and is planning on developing large curently empty area, and also there where previous plans to have some business lots re-zoned to build up the mixed use styled building in Riverview. These rumored plans may actually come to fruition.

If all works as such. Riverview might actually expand quicker then the communities residents are OK with.
