Just reaching out for some advice

So, I recently started working for a non-profit organization that helps Saskatchewan construction workers bid on potential construction jobs all over the province. Although I've worked in construction my whole working life, I've never been on this side of things before. My job with this organization is head of pre-tender. This includes researching any construction jobs before they go to tender. Any information I can gather on the project before it's available to bid on, helps our Saskatchewan based members prepare a solid bid, which in turn benefits the project owner, as it insures they get the lowest, most well prepared bid possible.
Do you guys have any advice on tracking this information down? Have you heard of anything that I could look in to? The information you provide me with could be as little as, "I hear they're building an Arby's on 8th and Preston".
