If they want people to go to the Surrey City Centre, make it sufficiently attractive that people want to go there, not by imposing an unnecessary transfer. I am sure that there will be plenty of people needing to transfer anyways to local routes. But your trunk service should be as simple to use as possible. We see this stupidity here in Ottawa when they split up the North-South route into multiple segments, each requiring a transfer. All this does is discourage people from using transit.
