Gates 70/71 for domestic flights?

If I understand correctly, Gates 70 and 71 are swing gates that can also be used for domestic departures?

If that's true, do those departing passengers have access to the central plaza of shops and restaurants in the D pier before departure?

Or is there some sort of access control so they can only get to/from the C pier via the connecting walkway -- and can only access C pier amenities?

If so, what is that access control that ensures only Intl pax enter the D pier from the domestic terminal? (Is there a BP check before entering the International D amenities and gate area, kind of like the checkpoint at YVR before going into their international terminal?)
