Because many of the ecologically significant areas in the Greenbelt would cease to be properly protected without much of their surrounds, a good chunk of the Greenbelt (maybe about half) has a solid ecological case for being retained.
That said, selling off a quarter in strategic locations would be a great idea, as I said above.
