If I had plunked down $4 million on a condo I'd be angry. Seems like the developers & engineers may be at fault, at least partially, for not driving the foundation piles into bedrock, if the the reports in the papers & online are correct. But I'm not an engineer, so don't know. Looks like the lawyers will have a field day with this.
