It's due to the fact that LOVE Field is so close in proximity. I live downtown and those Southwest Airline jets sure come close to the tops of the buildings! I believe that Interstate 75 is the boundry to the north east. I'm also thinking the limit is around 25 stories although I am certain it is a definitive height as in "feet", depending on the elevation of the building site.
