Infrastructure spending this far has been allocated to projects that can be quickly started, thus getting people working sooner than later. Curbs, paving, waterworks, etc. The "non-—" stuff. Highways can take a couple of years to get going.
Edit: Don't get me wrong, I would love to see Highway 1 and 2 upgraded.
