The reason why the fountain is sitting level with the surrounding plaza is that the plaza is doing double duty as a semi-splash pad. There are user controllable water jets that can spurt water at random times. This feature can be turned on and off by a control panel, but adds some fun and spontaneity to the water feature. That's why there is no surrounding pool like in the current fountain.
