If you look at the colored diagram, I'm assuming the floors marked as "mechanical deduction" are included in the gross square footage (GSF) but are assumed to not contribute to zoning floor area (ZFA) of 817,000 SF. Although a 25% zoning deduction is very high by NYC standards...so likely the GSF will come down as the project is refined.
