agreed, move the boxes up one level (could easily be accessed by an escalator or even direct parking access). Trim the base, at more smaller retail on the street. If he wants the roof top so badly add a few restaurants/bars and a pool there. The roof top village will look like Siberia if built.

Also the plan could have some diagonal feature on the roof and connect with Broad and say 13th an Carpenter creating less of wall impact and more connection to the neighborhood though still don't think people will go to a roof top village there is not a retail draw of the types to support it here IMHO. Big boxes could however or even a movie theater.
