Do you always blab out ridiculous stuff without thinking? What role did the City play in the switching of facade materials? Is it possible that it may have been the developer? But no, for a close-minded person like you, that would be blasphemous. You've already predetermined that the City is the bad guy and the developers are the good guys with altruistic motives to lift this backwater village out of the stone age.
