The 1st floor Scotiabank space would benefit from a federal tenant which directly serves clients - for example Passport Canada (which now reports to Service Canada... Alvin Hamilton's primary tenant).

The assumption has already been that passport would move over from Saskatchewan Place. But it all depends on the lease and budget, etc.
