Yes this is about right. I don't know the last time these links where updated but you can find a map where you can look at each neighborhood in the Dallas core to get an idea of where it is and where its going in regards to population.

Assuming a 7% vacancy rate, the current population can be estimated to be 9,014. When current units under construction are complete it will be about 11,833. Looking at all downtown plus surrounding neighborhoods (Victory, Uptown, etc), the population is estimated at 39,884 and projected to be 48,601 when current projects are complete.
