However I think improved access from Hwy 417 to Quebec should be the higher priority. I've heard long distance truck traffic on the surface streets connecting Nicholas Street to A-5 is pretty bad.

This for sure. The opening of the A-50 has helped a bit by cutting back on Gatineau-Montreal traffic transiting through downtown Ottawa, but it's still pretty bad as much of the truck traffic is Ottawa-Gatineau origin-destination and goes through there in the heart of Ottawa.
