In terms of urban renewal, pedestrian flow, streetscape development, and infil it is far better to have 3 building of 10 stories than one of 30. The more buildings the higher number of vacant lots that are filled and a higher percentage of the buildings will have storefronts.

This is true however the cost per unit in 3 10 story buildings would be greater than the cost per unit in 1 30 story building. Given the push to increase the downtown population higher density might be the better option for cost of living.
