The site plan status is "awaiting update", and there have been no updates to it since last December. The last time he was quoted in published article - the article should be linked to further up in this thread - he said construction would start this year. So two years to completion is possible if it actually gets started soon. But I have lost almost all confidence in this one ever being built (in its current form).
