Works too, but doesn't solve the problem of concentration or community resistance to concentrated solutions. i.e. resistance to a whole building of transitional or low income housing.
Note: I not attempting to justify NIMBY behavior in relation to this projects, but we need to find solutions that prevent the problem in the first place.
