True enough! By mid December, there is already lots of snow and ice. There has been a few Decembers where there was no snow and it was warm and had green grass, but that was unusual. With snow and ice, the ground will be too frozen to plant trees and flowers. Fresh patches of grass can only be put in the spring, summer, and fall not winter. Maybe in Southern United states, Southern Europe, Africa, Mexico, and the Caribbean, one can build a park and plant trees in mid December, but not in Canada. Probably in British Columbia, one can plant trees and build a park in mid-December, because cities like Vancouver and Victoria do not get very much snow. It rains a lot there. In Australia, one can build a park and plant trees, because it would be summer there, since it is located in the Southern Hemisphere.
